The Demise of the 28-Point Peace Proposal for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe felt a moment of respite on Monday, as the crisis sparked by the announcement of a new 28-point plan for achieving ceasefire appeared – temporarily – to have been defused. A Washington representative spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its retaliation: another massive barrage of missile and drone strikes on Kyiv.

The Cycle of Negotiation and Warfare

The sequence of opposing developments captured the bleak nature of the outgoing year. By day, diplomatic battles are fought: hopeful statements are issued from multiple capitals. Immense energy is devoted on containing particular approaches. By night, Moscow forcefully demonstrates the world that, for them, war remains the primary tool for achieving "peace".

After-Dark Attacks

As Russia's attack unfolded into the early hours of Tuesday, the present situation of Ukraine's defenselessness was revealed. Ukraine is capable of detecting projectile deployments from across the border, a capacity enabled by up-to-date information. From witness perspectives, military aircraft that had been deployed to counter approaching aerial threats streaked across the sky – advanced fighter aircraft delivered to Ukraine by European allies.

Shortly after, Kyiv's air-defence systems activated: several firings targeted at a hostile projectile. This was a sophisticated defense system at work, probably supplied through allied countries. Every firing jolts you unexpectedly, causing tremors. The brief panic quickly becomes sober acceptance: possibly the approaching threat won't strike its target this time, sparing the city from ruin and another blackout.

Continuous Dangers

Soon after, a heavy machine gun opened up on a aerial vehicle somewhere nearby, part of a rapid response unit – almost certainly Western-made equipment. Regrettably, the bullets missed the hostile drone – it pressed on overhead toward its target.

Intermittently, this carried on until dawn. Kyiv greeted the early updates: seven people killed, destruction and heating outages in multiple buildings as a result of the nocturnal offensive. As always, everyone still maintained normal activities – experiencing conflict. But those entire period illustrated Ukraine's essential dependence on international aid – a dependence that European nations are demonstrably unable to replace in the immediate future.

Unsuccessful Negotiations

The 28-point plan from Washington sparked intense emotion, discussion and profound anxiety – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after prior negotiation attempts and international summits.

Every new approach from US leadership adheres to the identical sequence: a political offensive against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They stabilise the situation but never actually achieve victory. This cycle will, undoubtedly, persist.

Political Considerations

It is easy to blame particular leaders of consistently pushing Moscow's conditions. But that does not seem to be the whole story. American leadership operates on a principle understood by seasoned negotiators: you cannot achieve through diplomacy what you have failed to defend militarily. The White House believes that it is impossible to compel Moscow to relinquish the territory that it currently occupies in Ukraine's south or east.

The challenge is that while accepting these circumstances, US leadership does nothing to discourage Russia, through statements or actions, from assuming that the status quo will not shift further in its benefit in the coming year.

Opposing Positions

Therefore, the Kremlin is certain that duration works to their advantage – that Ukraine and its allies are coming close to fatigue. Their motivation to sign a deal that does not give them the largest achievable advantage is close to zero. There may be many attempts to end hostilities, but they will continue as long as Russia's leadership remains highly assured in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still persist, gradually sacrificing lives and land but averting a entire defensive failure until circumstances change in its benefit.

Existing Situation

Objectively, there are no actual prerequisites for a armistice. Now, personal considerations are entering the equation: political desires to broker a ceasefire and obtain worldwide acknowledgment, and Kyiv's double obstacles – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the country's interests against any proposal Kyiv finds unacceptable, so that their attention does not switch to internal issues. And although their mission will now be considerably more difficult after recent developments, it remains very improbable that this will alter their fundamental strategy.

These conflicting dynamics are guiding negotiations.

Summary and Prospects

It took a just a single week to kill the suggested clauses of the latest plan. Aggressive and erratic handling of the matter by Washington, opposition by Ukraine and the remaining European nations, along with soothing efforts of diplomats, and finally, latest revelations, all achieved their purpose.

While new initiatives based on old ideas are forthcoming, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are based on Russian demands and show particular unwillingness to change the course of events, if they maintain solidarity and improve their protective measures at a much faster pace. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the foreseeable future, mainly require sustained allied backing.
